Legislation on disposable cups 2023 and 2024

In the Netherlands, some things are going to change this year and next year with respect to the use of disposable plastic cups such as, for example, cardboard coffee cups for consumption on the go (to go, takeaway and delivery) and consumption on site such as in the office. The rules for fewer disposable plastic cups thus distinguish between on-site consumption and on-the-go consumption.

Not much else will change for takeout and delivery; there will be no ban on the plastic-containing products. Only providing it for free to consumers is not allowed from July 2023. It is similar to the ban on plastic bags since 2016, which requires the provider to charge a small (self-determined) fee.

2023
As of July 2023, there will be a ban on providing free disposable plastic cups for consumption on the go. This means that from now on, consumers will have to pay for a disposable cup if they want to have their coffee out of doors. Business owners are allowed to decide how much to charge per disposable plastic cup or container. The guideline amount for this is €0.25 for a cup. In addition to the additional cost of a disposable cup, a
reusable
cup should be offered. You can find these in our range soon.

2024
Starting next year, disposable cups containing plastic will no longer be allowed for on-site consumption. For on-site consumption, reusable tableware will become the starting point by 2024. By 2024, disposable plastic cups and meal containers are basically not allowed when eating or drinking on site at a catering establishment, festival or office. Reusable plates and cups are then the norm to prevent environmental pollution and plastic soup. Thus, use of single-use containers with plastic will then only be allowed (including additional payment) for pickup and delivery.

Alternatives
Plastic-free products remain of course allowed such as
products made from sugar cane.
